Solar Panels in Can-abujon

These solar panels supply water to some of the residents of the municipality of Ronda and I thought it, being foreign-sponsored, was therefore inexpensive if not gratis but from http://www.pia.gov.ph/?m=12&sec=reader&rp=1&fi=p040315.htm&no=8&date=03/15/2004), the municipality incurred a Php5.3M loan constructing it. From what I heard, it does not supply water anymore it because the newly-elected mayor promised and provided free water out of it when the project was supposedly income-generating.
